Job Description:

To meet the requirements of Article 29 relating to the Growth of Hemp and Public Health Law Article 33 to regulate the sale of Cannabinoid (CBD) products, as part of a collective effort carried out by AGM, DOH and ITS, the scope of this project is to implement online licensing Portal on NYBE platform which integrates with AGM and DOH back-office workflows. The project will deliver an online application for entities looking to apply to be either a processor/manufacture for Hemp CBD or retail location. 

Job Duties:

Develop, implement, manage and maintain applications using Microsoft .Net technology in support of NYBE HEMP CRM Back-office system. Staff needs to analyze, design and configure changes within the system to incorporate NYBE portal functionality. Work with CTO and GLP architects and GLP NYBE developers to develop, configure and support various back office integration points and activities.

Daily tasks will include but not limited to the following:

• Analyze and interpret business rules and workflows for application design
• Workflow analysis
• Performance Metrics/Data Analysis
• Interface Design and coding of application
• Provide training to staff on any learned new technologies
• Good communications skills that enable team members to fulfill tasks in a timely fashion.
• Assist the Configuration and Release Management teams in scheduling and performing deployment
• Conduct code review and provide knowledge transfer to the pear developers
• Manage code Merge and code version control
• Lead developer and test web applications in an agile project management process using modern technology solutions
• Create diagrams of methodologies, processes and logical flows as well as data models
• Design libraries to support reusable components using SOLID principle
• Building Web Applications using Front end Frameworks like Vue JS, Angular
• Build responsive web applications using JavaScript, Type Script, Bootstrap 4, CSS3, HTML5, JSON
• Design and develop web services using WebAPI 2 and HTTP Action Results. GraphQL a plus.
• Generate REST microservices designed with scalability and portability in mind
• Create SQL statement with performance in mind for database initializations designed for seeding data intended for automated testing
• LINQ with entity framework to be used in data layer
• HTML extensions helpers and or web components to create standard look and feel for different UI widgets.

Qualifications Needed:

• Bachelor’s Degree
• Minimum of 72 months of experience in IT in the areas of Application Design and Implementation, with Lead Software Engineer/developer role.
• Minimum of 72 months experience in developing SOAP or RESTFUL web service or backend APIs for the Web Systems to integrate.
• Minimum of 72 months experience with hands on programming on the .Net (4.0+) platform using C# and MCF services.
• Minimum of 72 months experience as lead development in developing web-based systems using Microsoft ASP.Net Web Forms and C#, bootstrap framework, and back end code development for workflow process type of system using Microsoft ASP.Net (or ASP.Net Core) MVC and design patterns such as MVP, MVVM, Web using MVC core and WEB API.
• Minimum of 72 months experience in developing and supporting JavaScript AJAX and C-Sharp Dot Net applications including JQuery including and DOM manipulation
• Minimum of 72 months experience in database development creating tables, views, complex queries, triggers, procedures and packages and performance tuning in an Oracle database, MSSQL database, Mongo nosql Database
• Minimum of 60 months of professional experience in Microsoft/Oracle technologies of a variety of computer languages to support CRM back offices’ license review and processing systems, to provide design, develop and implement highly scalable and reliable IT systems and respond to urgent issues without losing focus on deliverables during the project SDLC life cycle.
• Minimum of 60 months experience in CRM application to engage state teams to design & build reusable back office agencies’ workflow and review approval process systems as part of ITS Mainframe Re-Platform Modernization projects to build a centralized system to replace various Access Database Applications and Mainframe Systems
• Minimum of 60 months experience in developing Dynamic Components, Modules, Services and Custom Filters using using Vue JS, Angular, AXIOS and VUEX to access REST API’s.
• Minimum of 60 months in designing and implementing web applications in responsive web design using Bootstrap, HTML 5, CSS 3, AngularJS, Less framework, memory management and CPU profiling using JProfiler.
• Minimum of 60 months of experience working in engineering, design and development services using MongoDB that support all popular programming languages include C, C++, C#, Java, Node.js, Perl, PHP, Python to support modern mobile and web applications with a document-oriented and semi structured database framework.
• Minimum of 48 months of Automation testing experience in HP-UFT and SOAP UI – load testing, create automation test scripts for Integration, Load, Regression and System testing.
