Contract

Term: September 2019 (TBD) to December 31, 2019

Location: Washington, DC

Required Education and Work Experience

• Bachelor’s degree in computer science or other computer related field
• Minimum of 10 years of experience in a major services organization, with large-scale data or project management; oversight experience required
• 12 plus years of relevant work experience with demonstrated leadership in data management, transformation, analytics, and governance
• Strong background in data governance strategic planning and road mapping
• Certification as Data Governance Professional desired
• Experience in strategic planning, data strategy, roadmap and budget development and implementation
• Prior experience with presenting data & analytic strategies for Oracle EBS and PeopleSoft ERPs in the Cloud.
• Experience in planning and implementing big data and/or open data initiatives
• Experience developing data usage metrics and data management practices benchmarking
• Experience developing and implementing data consumption strategies
• Experience with effective participation and collaboration as part of an IT executive leadership team; Strong communication skills
• Knowledge and familiarity with database modeling principles
• Knowledge of data related government regulatory requirements and emerging trends and issues
• Knowledge of technology solutions and products available in the market
• Demonstrated success in building, managing and leading management teams
• Exceptional analytical, written, oral, and presentation skills with proven track record of delivering actionable insights succinctly
• Proficient in Microsoft Office Suite

The Data Governance Consultant shall:

Establish an enterprise data governance roadmap including strategic priorities for the development of information-based capabilities that aligns with:

People

• Recommend modifications needed to organizational behavior policies
• Recommend capabilities needed to maintain data governance and data management framework

Processes

• Provide a plan for an enterprise wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data
• Recommend modifications needed to data standards, principles, governance metrics, and processes
• Recommend indicators that will provide performance and quality metrics

Technology

• Recommend data quality standards, data protection standards, and requirements across the enterprise
• Recommend quality control tools and processes dealing with the data flows in integration, warehousing, and product delivery
• Recommend mitigation practices associated with business and technology issues related to the management of enterprise information assets and approaches related to data

The Data Governance consultant shall provide/perform the following Deliverables:

• Develop and design presentations, reports, and other deliverables
• Develop and maintain a project plan to track progress and ensure timely delivery and review
• Conduct a weekly status meeting with Board Technology Services and others
• Provide a weekly status report of project tasks
• Summarize findings to key stakeholders and executive leadership, communicating with both technical and non-technical team members

People

• Deliver strategic data and information management capabilities and services that transform business and data management operations to meet current and future mission objectives
• Document a proposed data governance structure with the recommended individuals, roles, and responsibilities

Processes

• Define the overall data management and analytics strategy including data: governance, security, collection, transformation, modeling, quality and knowledge management processes
• Document a plan for data strategy delivery for the Board’s “NextGen” project that integrates data into a centralized data environment, including structured and unstructured data, and big data concepts

Technology

• Document suggestions to support the implementation plans for cloud based financials, human capital management, and BI applications
• Document suggestions to support TS Application Portfolio
• Document recommendations for managing and controlling costs associated with collecting, managing and sharing data while growing the value of the data to the organization
• Document baseline technology standards, tools platforms and processes in support of the overall data strategy.
• Document the “target state” architecture and recommendations to obtain realization

Job Type: Contract

Salary: $50.00 to $65.00 /hour

Experience:
