Worcestershire RQ350250 Temporary Project Support Officer - Commercial & Change

To support and deliver projects to agreed project management standards (i.e. PRINCE2).

To develop and manage programme/project offices and associated programme and project management documentation.

To lead on the delivery of key elements of projects.

To ensure that projects deliver to Time, Cost, and Quality and ensure that benefits are realised in line with Business Cases.

Specifics:

  • To develop and manage programme and project offices.
  • To facilitate the development of new and existing projects to support Worcestershire County Council's change agenda.
  • To develop, review and performance manage discreet work streams of specific projects.
  • To monitor delegated budgets to ensure that projects are delivered within the cost plan.
  • To assist in the development of tenders and procurement of services to deliver aspects of projects, as required.
  • To liaise with Worcestershire Local Enterprise Partnership (WLEP); District and Parish Councils, to ensure that plans and related projects are responding to the needs of local businesses and residents.
  • To assess, review and ensure projects are administered in accordance with legal constraints and other applicable regulations.
  • To maintain and manage relationships with key senior officers in sub-regional, regional and national organisations in both the private and public sector.
  • To assist project managers and senior project managers in the co-ordination, development and delivery of projects and programmes as required.
  • Initiate, organise, attend and contribute to as chair, speaker and facilitator at partnership and public events, conferences, seminars and other awareness raising activities, as required.
  • To ensure that opportunities to access local, regional and national funding opportunities are maximised for Worcestershire.
  • Research and prepare materials and presentations to appropriately represent the authority.

Pay Rate: £11.66 per hour PAYE

This is a temporary, but possibly long term role.

  • Your availability to work either immediately, or at short notice.
  • Qualifications:
    • Degree level qualification or equivalent in relevant subject.
    • A management qualification or PRINCE 2 Foundation - desirable
    • Evidence of further professional development, within a relevant field for example, project management, change management, service re-design - desirable
  • Experience/Knowledge:
    • Experience of successfully delivering large projects and/or change management activities within a complex organisation.
    • Significant experience of financial management.
    • Experience of developing and working in a partnership environment.
    • Advanced knowledge of resource issues and implications of managing a multi-faceted projects.
  • Skills & Abilities:
    • Ability to work on own initiative
    • Excellent interpersonal and stakeholder management skills with ability to communicate at all levels both internally and externally
    • The ability to effectively manage complex sets of relationships, conflicting priorities and manage finite resources.
    • Excellent presentation style with the ability to present complex information to a variety of audiences.
    • Excellent written skills with regard to correspondence and report writing.
    • Proven experience of the ability to influence, negotiate and persuade.
    • Project management skills; including the ability to organise and plan whilst prioritising between competing demands.
    • Analytical and problem solving skills.
    • Ability to chair and/or facilitate meetings and workshops
  • Strong IT skills including Microsoft packages and Internet usage
  • The ability to travel throughout the county and beyond.
  • The ability to occasionally work unsociable hours

Anticipated Length of Assignment: All of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent. This opening assignment is for 1 month.
