K&C 5088016 Interim Head Of Strategic Procurement – Corporate Services

To provide the strategic lead for procurement across the Council, working with and supporting devolved sovereign and bi-borough procurement functions embedded in directorates.

To develop a business case, operating model for a centre-led procurement function and to develop an appropriate corporate procurement strategy and procurement/contract management framework, ensuring they are aligned with corporate objectives and integrates with other strategies and policies.

To support the Director in gaining approval to and implementing the centre-led procurement structure. To deliver measurable procurement improvements in terms of cash savings, more efficient processes and better procurement risk management.

Specifics:

  • Develop an operating model and business case for a centre-led procurement service which supports devolved procurement functions in applying consistent procurement best practice. Implement the approved operating model.
  • Develop a corporate procurement strategy which is aligned with corporate objectives and integrates with other strategies and policies.
  • Develop a corporate procurement and contract management framework which sets standards and expectations for practice across the Council and mechanisms for ensuring and reporting on compliance.
  • Lead on the procurement elements following the implementation of a new Finance, HR and procurement ERP solution in December 2018
  • Provide advice and support to procurements which will be delivering corporate objectives and projects which are of high-value and/or risk.
  • Contribute to procurement partnerships with other councils and agencies.
  • Manage the corporate procurement officer and develop a business plan for the corporate procurement team.
  • Provide professional leadership and support for procurement staff throughout the Council.
  • Coordinate and progress a programme of procurement improvement projects.
  • Oversee and report directly to the Executive Director of Finance, Information Systems and Property on arrangements for procurement to ensure these are operating effectively, both at member and officer level.
  • Develop and implement an organisation-wide procurement training and staff development programme.
  • Ask challenging questions about value for money and risk management in relation to procurement.
  • Devise and maintain procurement monitoring systems, to include databases, records and performance indicators.
  • Ensure sustainability and equalities are factored in to the strategy and considered appropriately in procurement projects.
  • Ensure compliance with corporate contracts and policies and commission reviews where non-compliance appears to be a serious concern.

Pay Rate: £23.77 per hour PAYE

This is a temporary, but possibly long term role.

  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Member of the Chartered Institute of Purchasing and Supply or equivalent
  • Experience:
    • At least two years’ senior management experience in procurement
    • Experience of developing a corporate procurement function and procurement strategies - highly desirable
    • Experience of developing and/or delivering procurement training programmes - desirable
    • Experience of managing change and delivering efficiency gains
  • Knowledge & Skills:
    • Expertise in public sector procurement
    • Able to provide leadership on technical and organisational issues
    • Well developed negotiating and influencing skills - highly desirable
    • Skilled in effective communication and presentation methods
    • Understanding of risk management - desirable
    • Understanding of project and / or programme management - highly desirable
    • Understanding of the National Procurement Strategy for Local Government - desirable
    • Understanding of equality, diversity and sustainability issues relating to procurement
  • IT skills including Microsoft packages

Anticipated Length of Assignment: All of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent. This opening assignment is for 3 months.
