Job Description:
WORK SCHEDULE
Part time remote work from a home office setting, but
may be required to work additional hours as deemed
necessary to accomplish contract requirements.
SUMMARY
Provide public health informatics, cancer registry, IT
software development, and scientific expertise to
implement standardized electronic reporting of cancer
case reports to central cancer registry systems,
including as part of Meaningful Use (MU) of EHRs,
throughout the performance period of the contract. The
implementation of standardized electronic reporting will
improve the timeliness, completeness, and accuracy of
data required for reporting national cancer statistics.
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Provide senior level software programming expertise
to support, maintain, and enhance the eMaRC Plus
software application, specifically the ePath and
Physician Reporting Module. This module is used by
central cancer registries to receive and process HL7
Clinical Document Architecture (CDA) files from
physicians’ EHR systems, HL7 2.x messages and
Structured Data Capture (SDC) XML files from
laboratory information systems.
  • Develop 3 minor (e.g., bug fixes) and 2 major
releases per year, based on program-identified
requirements, demand, and priorities.
  • Document issues and solutions to address user
tickets in TFS software management tool.
  • Provide Tier 3 technical support for customers using
eMaRC Plus throughout the performance period of the
contract.
  • Develop technical documentation that thoroughly
documents the system code.
  • Participate in weekly team meetings with CDC and
contract staff to provide updates on system
development, documentation, training, and technical
assistance activities.
  • Participate and contribute to agenda topics during
the quarterly electronic pathology (ePath) reporting
workgroup calls with central cancer registries and
laboratories.
  • Develop, test, implement and demonstrate the use of
new standards and transaction profiles, such as the
HL7 Fast Healthcare Interoperability Resources
(FHIR), Integrating the Healthcare Enterprise (IHE)
profiles, and any other innovative health IT
standards or profiles identified by CDC as critical
for central cancer registry operations to remain on
the cutting edge with the health care industry.
  • Perform software testing, including development of
testing plans, usability testing, identifying bugs,
testing bug fixes, testing/evaluating enhancements,
and tracking of test findings for eMaRC Plus ePath
Module.
  • Enhance eMaRC Plus to integrate the use of Natural
Language Processing (NLP) annotation and coding APIs
from the CLEW service platform or other identified
NLP platform.
  • Participate in weekly team meetings with CDC and
other contract personnel to provide updates on
system development, documentation, training, and
technical assistance activities
  • Evaluate the eMaRC Plus architecture to identify
ways to improve overall performance and expand its
ability to receive SDC XML data from other
transports such as RESTful services or other
identified technology.
  • Coordinate and deploy eMaRC Plus on the cloud
platform to make the upgrading process transparent
to the central cancer registry users.
MINIMUM QUALIFICATIONS
  • 12+ years’ experience working with Microsoft.NET
Framework/SQL Server with C#, VB.NET, and
application development expertise.
  • Minimum 6 years’ experience working with XML, xPath,
and HL7 2.x.
  • Developer must have knowledge of the eMaRC Plus
ePath Reporting Module, cancer registry operations,
and TFS management software.

PHYSICAL DEMANDS
Frequent sitting, using hands/fingers, handling,
reaching with hands and arms, talking, hearing and
seeing up close, at a distance, along the periphery,
with depth perception and the ability to adjust focus;
occasional walking or standing, occasional lifting of up
