I. DESCRIPTION OF SERVICES

Texas Comptroller of Public Accounts requires the services of 1 Software Engineer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 2, Applications/Software Development and the specifications outlined in this document for the Texas Comptroller of Public Accounts.

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Comptroller of Public Accounts and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Comptroller of Public Accounts will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Candidate will perform highly advanced design and development work as part of a project team with direction and guidance from Project Manager and Applications Services Management. The Worker must have strong hands-on technical experience with Java and Spring Boot. The primary goal of the worker will be to assist with the implementation, optimization and maintenance of back-end API/Micro Services using Java and Spring Boot.

CPA will require the Candidate to work on the following initiatives and will perform advanced analysis/programming tasks such as:

Working in large complex environments implementing, reviewing and optimizing API end-points written in Spring Boot and Java.

Providing technical review of existing API end-points to verify if best practices are being followed.

Providing guidance and knowledge sharing to existing development staff.

III. TERMS OF SERVICE


Services are expected to start 02/16/2021 and are expected to complete by 08/31/2021. Total estimated hours per Candidate shall not exceed 960 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION


Services shall be provided during normal business hours unless otherwise coordinated through the Texas Comptroller of Public Accounts. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 111 E 17th Street Austin, Texas 78711. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Comptroller of Public Accounts will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Comptroller of Public Accounts.
V. OTHER SPECIAL REQUIREMENTS

Must be able to:

work with Business Customers, Section Managers, Project Managers, Business Analysts and Subject Matter Experts (SMEs) in a professional and collaborative manner to define strategies and implementation approaches.

debug and optimize existing API end-points written in Sprint Boot and Java.

implement new API end-points written in Spring Boot and Java.

create relational database designs and models using SQL Server and Oracle.

administer and support middleware applications used by Application Services.

work independently in a team environment with local and remote teams

Must possess:

knowledge of API Service architectures (SOAP, REST w/JSON) using Spring Boot for Microservices and Red Hat OpenShift

strong written, verbal, and interpersonal communication skills

knowledge of software development methodologies Agile and Scrum

problem-solving skills and ability to multi-task with readiness to put in extra efforts when necessary

Must perform other related work as assigned

Work Hours: Candidate must be available to work 8 to 5 Central Standard Time Alternative work hours must be pre-approved by the Direct Supervisor

Onsite Requirement: Candidate will be working remotely since all Application Services programmers are teleworking. Onsite work will be very limited and must be pre-approved by the Direct Supervisor


VI. ADDITIONAL TERMS AND CONDITIONS

This is currently a 6.5-month assignment:

Estimated FY21: 960+ hours

Period of Service: 02/16/21 08/31/21

This assignment may be extended based on need and funding. (# of hours may change based on negotiated hourly rate).

This request includes the option for CPA to renew this assignment for the following terms:

FY22 9/1/21 to 8/31/22, FY23 9/1/22 to 8/31/23, FY24 9/1/23 to 8/31/24

The Awarded Vendor and Contractor will be required to furnish and adhere to the following:

Terms and Conditions: If selected, the vendor shall be required to sign and adhere to the CPA's Additional T&Cs. The contractor shall be required to sign several security documents and also adhere to CPA's Additional T&Cs.

Background Check: Proof/Receipt that a background check has been performed and passed

Picture ID (Government): Copy of a state Driver's License/ID Card or US Government photo id.

COVID-19 Notification: Onsite instructions for contractors and vendors

The Awarded Candidate will be required to come to the LBJ Building (in person) to pick up the state issued laptop/equipment.


VII. RIGHT TO AMEND OR WITHDRAW SOLICITATION

DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
VIII. RESPONSE DEADLINE

Vendor shall respond via the ITSAC Portal with proposed candidate resumes and the response must be received by 02/07/2021 @ 5:00 PM (CT).
IX. EVALUATION OF RESPONSES
  1. Response must be submitted into the ITSAC Portal by the response deadline listed in Section VIII of this solicitation. Failure to do so will result in disqualification of the response.
  2. Vendor hereby represents to DIR they are registered as a Texas Vendor, with all necessary Texas taxpayer identification numbers with the Comptroller of Public Accounts and be in good standing with that office, and otherwise be authorized to do business with the State of Texas.
  3. Form D (Right to Represent) - a Candidate whose name and Form D is submitted by more than one vendor for the same opportunity may be considered by the Customer. The Customer, at its discretion, may hire a Candidate submitted by multiple Vendors.
  4. Vendors may not submit resumes outside of the process for solicitations. (Appendix A, Section 11. C).
  5. Vendor is prohibited from contacting a Customer to discuss an "open competitive solicitation during the Work Order Solicitation; however, Vendor is allowed to market their business to Customers. (Appendix A, Section 13. 3)
  6. Vendor is prohibited from submitting a substitute candidate during the interview process if the original candidate is no longer available. Vendor may offer a replacement candidate, if the Purchase Order (PO) has been issued and the original candidate is no longer available. (Appendix A, Section 11. E).
  7. The Vendor and/or its subcontractors, if any, shall certify that they are not suspended or debarred from doing business with the federal government as listed in the Excluded Parties List System (EPLS) maintained by the General Services Administration, and (x) as of the effective date of the Contract, are not listed in the prohibited vendors list authorized by Executive Order #13224, "Blocking Property and Prohibiting Transactions with Persons Who Commit, Threaten to Commit, or Support Terrorism, " published by the United States Department of the Treasury, Office of Foreign Assets Control. DIR will verify EPLS status via the TPASS web site. Vendors listed on the prohibited vendors list will result in disqualification of the entire response.
A. Candidate resumes and references from the responses shall be made available for download in the ITSAC portal to the Customer. The determination of candidates to be interviewed and the final award shall be made by the Customer. For Texas State Agency customers, WorkQuest resumes must be reviewed and a determination made to either select the WorkQuest candidate or reject the WorkQuest candidate and report this decision on the Agency's State Use Report per Texas State Use Act, Chapter 122, Texas Human Resources Code.
