Job Description:

To meet the requirements of Article 29 relating to the Growth of Hemp and Public Health Law Article 33 to regulate the sale of Cannabinoid (CBD) products, as part of a collective effort carried out by AGM, DOH and ITS, the scope of this project is to implement online licensing Portal on NYBE platform which integrates with AGM and DOH back-office workflows. The project will deliver an online application for entities looking to apply to be either a processor/manufacture for Hemp CBD or retail location. 

Job Duties:

Day to day tasks to be performed by the Consultant

Develop, implement, manage and maintain applications using Microsoft .Net technology in support of NYBE HEMP CRM Back-office system. Staff needs to analyze, design and configure changes within the system to incorporate NYBE portal functionality. Work with CTO and GLP architects and GLP NYBE developers to develop, configure and support various back office integration points and activities.

Qualifications Needed:

• Bachelor’s Degree
• Minimum of 72 months of experience in IT in the areas of Application Design and Implementation, with Lead Software Engineer/Developer role.
• Minimum of 72 months experience in developing SOAP or RESTFUL web service or backend APIs for the Web Systems to integrate.
• Minimum of 72 months of experience in analysis, Application solution designing, requirement gathering, development, requirements planning, quality assurance of enterprise grade applications and successfully let multiple releases to completion.
• Minimum of 72 months of professional experience in Microsoft/Oracle technologies of a variety of computer languages to support CRM back offices’ license review and processing systems, to provide design, develop and implement highly scalable and reliable IT systems and respond to urgent issues without losing focus on deliverables during the project SDLC life cycle.
• Minimum of 72 months experience in CRM application to engage state teams to design & build reusable back office agencies’ workflow and review approval process systems as part of ITS Mainframe Re-Platform Modernization projects to build a centralized system to replace various Access Database Applications and Mainframe Systems
• Minimum of 72 months in creating and reviewing designs, design patterns, development and implementation of JAVA, J2EE, JavaScript, Hibernate, REST web service, SOAP web service, Oracle, Oracle 12C OEM, Jdeveloper, Eclipse, Visual Studio, JBoss, Subversion SVN, Linux, UML, JIRA, HP ALM
• Minimum of 72 months of SOA (Oracle/IBM) integrations and software solutions that meet the business requirements of the organization and expertise in implementation with integration patterns.
• Minimum of 72 months experience in database development creating tables, views, complex queries, triggers, procedures and packages and performance tuning in an Oracle database, MSSQL database, Mongo nosql Database
• Minimum of 72 months web service open standards including JSON Web Token (JWT), WS-Policy, WS-Security, WS-Addressing and other WS-* stack,
• Minimum of 72 months in developing SOA composite applications using Oracle SOA Suite (OSB(Oracle Service Bus), BPEL, Mediator, BPM, Human Tasks)
• Minimum of 72 months of experience working on J2EE technologies EJB, Servlets, JSP, JMS, MDB, Open Java Frameworks Spring, struts, Hibernate
• Minimum of 72 months of experience in designing and developing enterprise applications in J2EE ( JSP, Servlets, EJB, Struts, Spring, Hibernate, JMS, MQ Service, MDB, JCA).
• Minimum of 72 months experience working on XSLT transformations, and transaction management using EJB, JPA and Hibernate, and interfacing with Edge applications using SOAP, RESTfull Web Services.
• Minimum of 72 months experience in Oracle Policy Automation (OPA) writing rules, designing interviews and Interface Java with OPA using OPA 10.x Assess Service, OPA 12.2.2 Interview Service and Web Connector.
• Minimum of 60 months of experience working in engineering, design and development services using MongoDB that support all popular programming languages include C, C++, Java, Node.js, C#, Perl, PHP, Python to support modern mobile and web applications with a document-oriented and semi structured database framework.
• Minimum of 72 months experience with implementation and design experience in Oracle SOA Suite with Oracle SOA Suite 12c, Oracle BPEL, Human Workflow, Mediator, OWSM, JCA adapters (DB, JMS, File, and FTP), BAM, OWSM, MDS.
• Minimum of 60 months in designing and implementing web applications in responsive web design using Bootstrap, HTML 5, CSS 3, AngularJS, less framework, memory management and CPU profiling using JProfiler.
• Minimum of 60 months experience in developing and supporting JavaScript AJAX applications including JQuery including and DOM manipulation
• Minimum of 60 months of Automation testing experience in HP-UFT and SOAP UI – load testing, create automation test scripts for Integration, Load, Regression and System testing.
• Minimum of 60 months experience creating service contracts, onboard and monitoring services in service governance tool AKANA to virtualize the services.
• Minimum of 60 months experience architecting, integrating or developing business rules for computer systems using Oracle Policy Automation (OPA).
• Minimum of 36 months experience in developing Dynamic Components, Modules, Services and Custom Filters using using Vue JS, Angular, AXIOS and VUEX to access REST API’s .
• Minimum of 36 months in creating and reviewing designs, design patterns, development and implementation of .NET – C#, .NET Core 2.2 Framework, Entity Framework, microservices, LINQ, SQL Server, Vue.js, REST web service, SOAP web service, Visual Studio, IIS, TFS, Postman, XUnit, Swagger
• Minimum of 36 Months experience of architecting, designing, configuring, debugging and developing applications using Oracle Service Cloud version 2012-current (formally known as RightNow), Oracle enterprise manager 12.2.1, oracle service bus console 12.2.1
