DESCRIPTION OF PROJECT AND TASKS:
Statement of Work:
The Commodity Futures Trading Commission (CFTC) is an independent agency with the mandate to regulate commodity futures and option markets in the United States. The CFTC fosters markets that accurately reflect the forces of supply and demand and are free of disruptive activity by overseeing trade execution facilities, derivatives clearing organizations, swap dealers, data repositories, futures commission merchants, introducing brokers, commodity pool operators, commodity trading advisors and other market participants. The Office of Data and Technology (ODT) within the CFTC provides an enterprise-wide, integrated data and technology strategy to help with the oversight of this broad and complex data-centric marketplace. Within ODT is the Systems and Services Branch, which provides the software and services to support the mission of the Commission divisions and offices. The Market and Financial Systems (MFS) group is responsible for providing systems and services the mission divisions: The Division of Market Oversight (DMO), the Division of Clearing and Risk (DCR), the Division of Swaps and Intermediary Oversight (DSIO), the Office of the Chief Economist (OCE), and the Market and Data Operations (MDO) team within the Data Management Branch of ODT.
Task Description:
In this role, the individual will provide implementation support for new applications and services and/or enhancements to existing applications and services. They will implement application and services to technical requirements and architectural and design specifications and perform unit testing to ensure functionality. They will provide Tier 3 support and maintain software code by modifying functionality, changing system interfaces, complying with standards, fixing errors, and tracking changes in the configuration management system.

Suppliers, please note these are the top technical skills that the Buyer feels a candidate MUST have. General knowledge of basic office software such as MS Office Suite as well as good communications skills are a given.
1. Demonstrated experience developing web applications using Microsoft .NET and Visual Studio. – 5 years
2. Utilized products/languages such as C#, VB.Net, ASP.Net, Entity Framework, WinForms, SQL, SSIS, SSRS, WCF/Restful Services, LINQ, Ajax, JavaScript, Telerik, DevExpress, JQuery – 5 years
3. Worked as a developer for a large team (8 or more developers) – 5 years
Nice to have skills:
1. Experience with development tools: Statistical Analysis System (SAS) reports, PowerBuilder, TFS 2015, VS 2015, SQL Server Mgmt. Studio 2014
2. Microsoft Certified Solutions Developer (MCSD) or Microsoft Certified Professional Developer (MCPD). The below certifications are most valuable in order of preference
a. 70-515 Web Applications
b. 70-516 Data Access (Entity Framework)
c. 70-480 Programming in HTML with JavaScript and CSS3
d. 70-461 Querying Microsoft SQL Server 2014
e. 70-432 Implementation and maintenance SQL Server 2014
f. 70-448 Business intelligence Development and Maintenance SQL Server 2014
3. Bachelor’s Degree or higher in Information Systems, Information Technology, Computer Science, or related field.
4. Experience working in an agile development system (e.g., Scrum and/or Kanban)
5. Experience implementing systems to financial users, especially financial systems related to the commodity futures, options, and swaps industry.
