ABACUS was initially awarded in 2014, and a follow-on sustainment contract was awarded in 2019. It is designed to provide Cloud capabilities to Military Health System authorized users in the Uniform Billing Office (UBO) and Regional as well as Military Treatment Facilities (MTF). Amazon Web Services (AWS) is currently at work today hosting ABACUS; ABACUS aggregates and ingests 136 MTF’s Patient Demographics, Hospital Work Load Reporting, Medical Expense Performance Reporting, Pharmacy Reporting and provides a secure Enterprise Reporting and 3rd Party Billing capability The ASP.NET Software Engineer is responsible for all the project processes in all aspects of the project life cycle from inception to implementation, including ongoing maintenance of the application. Development work is typically creating new enterprise-level applications and/or services to support a business need. Production support work is focused on maintaining and/or supporting existing applications; work is typically centered on enhancements to the existing application and responding to user problems and issues with the application. In this role, a typical day will include: Designing, developing codes, tests, and debugging complex new software products and making significant enhancements to existing software. Researching and integrating design strategies, product specifications, development schedules, and user expectations into product capabilities. Resolving complex hardware/software compatibility and interface design considerations. Conducting investigations and tests of considerable complexity. Researching emerging technologies to determine impact on application execution. Providing input to staff involved in writing and updating technical documentation such as user manuals, system documentation, and training materials. Troubleshooting complex problems and providing customer support for software operating systems and application issues. Advising hardware engineers on machine characteristics that affect software systems, such as storage capacity, processing speed, and input/output requirements. Preparing reports on analyses, findings, and project progress. Providing guidance and work leadership to less-experienced software engineers. Serving as a technical team or task leader. Maintaining current knowledge of relevant technology as assigned. Creating and documenting detail design specifications and unit test cases to ensure that all business and functional requirements are met. Composing technical design documentation. Coding and implementing solutions based on detail design specifications. Adhering to coding standards, code reviews & TDD methodology - executing tests through use of automated tools such as nUnit. Implementing third-party libraries to extend the functionality of the applications. Providing mentoring to junior developers both on and off the team. Providing project effort estimations. Developing complex documentation, flowcharts, layouts, diagrams, charts, code comments and clear code. Participating in special projects as needed. REQUIRED QUALIFICATIONS: Bachelors Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical certifications and training, or work/military experience. 6-10 years of related software development experience. Experience writing database-driven ASP.NET applications. US Citizenship required NACLC (T3) clearable PREFERRED QUALIFICATIONS: Security + Certification. Experience Debugging and Profiling ASP.NET applications Prior experience supporting Federal, State or Local Government programs is strongly preferred.
