Title - Microsoft Office 365 SharePoint Consultant

Location - Columbia,SC

Duration: 12+ months (Possibility to extend for multiple years)

Rate - $60.00 - $85 Per hour

SCOPE OF THE PROJECT:
Due to the volume of systems, interdependencies, servers, and various locations throughout the state, additional staff is needed to support the effort. The team will ensure systems are set up following industry best practices to ensure strategic initiatives and compliance with federal and state regulatory laws and ensure business continuity.

This position will be a part of the team responsible for the implementation of this project. They will also be involved with supporting the day-to-day operations.

Candidates should be self-motivated, team-oriented, work under limited supervision, and respond to priority tasks as needed

DAILY DUTIES / RESPONSIBILITIES:
Emphases for the Web/Internet candidate will be support of our Office 365 Government G3 SharePoint and solutioning environment to support a remote workforce that will include: development, configuration, and modification of sites, forms, and workflow, PWA, PowerBI, site administration, site permissions, user support, site clean-up, and day-to-day operations.

Specific duties and responsibilities will include but are not limited to the following:

  • Development, testing, modification, and deployment of SharePoint sites, forms, and workflow using O365 tools in the government offering.
  • Assist in the design of system architectures to align with organizational strategic business objectives.
  • Administers and maintains sites and sub-sites.
  • Manages security for sites and sub-sites.
  • Manages the site layout structure and content.
  • Provides SharePoint support to end users.
  • Reviews and monitoring usage reports.
  • Site cleanup and removal of unused sites.
  • Assist with Office 365 Government G3 environment, permissions, and security.
  • Deploys custom developed and third-party SharePoint solution packages.
  • Configures SharePoint services and settings.
  • Documents SharePoint configuration and architecture.
  • Requires mastery technical and business knowledge in multiple disciplines/processes.
  • Create supporting project and system documentation.
  • Provide updates to the Project Team.
  • Manages site quotas and file size limits.
  • Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place.
  • Ability to plan, organize, review, implement associated project milestones to completion.
  • Creates architecture diagrams, and technology navigation maps.
  • Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements http://admin.sc.gov/technology/information-security/policies-and-procedures, etc.)

The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours. There is potential for remote work.
The candidate will work closely with the Assigned Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidate will work closely with customer and subject matter experts for the system design and testing.

This will also include compliance to DHEC security policy/procedures as well as integrating systems when possible to streamline staff workflows, user security, and data correction.

Module support of the project.

  • DHEC will require that selected personnel sign the DHEC confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • DHEC will not accept any offers including an “up-lift” charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Contractors must be onsite during each week throughout the term of the contract.
  • Follow agency IT Standards, policies, and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DHEC will remain the sole property of DHEC and is not to be incorporated into the core product of any vendor's application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DHEC.
  • DHEC has the final say on all programming choices.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Microsoft Office 365 SharePoint.
2. Experience with Industry Standard Information Security Practices.
3. Experience in designing and implementing enterprise level systems architectures.
4. Microsoft Active Directory.
5. IIS.
6. Powershell scripting.
7. Document workflow and approval.
8. Mail Configuration.
9. CSS, HTML, JavaScript, XML, RSS.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Experience with security and data classification related to CDC, HIPAA, and CJIS.
2. Ability to establish positive working relationships with technical staff, customers and others involved in data-centric management.
3. O365 POWERBI.
4. Excellent written, oral, and interpersonal communication skills.
5. Knowledge of Information Technology Field, best practices, organization and operations.
6. Ability to integrate technical systems with agency goals and objectives.

REQUIRED EDUCATION: Bachelor's or Master's Degree in a relevant field of work or equivalent work experience.
