Temporary Lambeth RQ348069 Interim Senior Commissioning Officer - Neighbourhoods and Growth

This is a key role in our waste team, reviewing existing service delivery models, taking a lead on researching and analysing complex information and intelligence, options design and appraisal, creatively drawing on a wide range of resources and assets across the organisation, community and relevant stakeholders.

Duties to include:

  • Adopt an innovative and creative approach to developing, establishing and maintaining strategies for the delivery and continuous improvement of services in line with good practice, Council policies and budgetary constraints and to develop service arrangements to reflect best value (or value for money) requirements and changes in legislation and other relevant factors.
  • Putting effective arrangements in place to co-produce all aspects of commissioning work, generating social value and achieving outcomes with citizens, Councillors, businesses and relevant stakeholders with respect to the development and continuous improvement of sustainable waste management, cleansing and associated services.
  • Responsible for the collating and interpreting of data and evidence, ensuring analysis and needs assessment with cost/benefit or return on investment analysis. Using this intelligence to facilitate the definition of outcomes with Councillors and citizens
  • Develop appropriate mechanisms and systems to understand better the needs of residents, businesses and other service users and to drive the codesign and development of a range of service delivery options in collaboration with key stakeholders. Manage the process of co-production to generate solutions to cross-cutting and complex policy challenges.
  • Provide and direct the development and management of relevant policies, strategies and implementation plans; ensuring that they are delivered within agreed timescales. Ensure commissioning plans meet key strategic aims and objectives in support of the Head of Environmental Services.
  • Facilitate building of additional capacity that provides a varied pool of potential service/activity providers and other projects relevant to delivering community outcomes
  • Codesign, specify and engage in managing contracts/client relationships – encouraging and enabling contractors/providers to play active roles in the cooperative borough and wider outcomes. Secure social value in all aspects of commissioning and work with providers.

Pay Rate: £26.22 per hour PAYE

This is a temporary, but possibly long term role.

“Essential Requirements” – Please check to ensure that your CV addresses the following items:

  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Qualifications:
    • Education to degree level or equivalent.
  • Knowledge & Skills:
    • Knowledge of the municipal waste management industry with sound experience of commissioning and managing a range of projects in a public sector setting.
    • Detailed knowledge of the strategic challenges facing local government
    • Knowledge of key national issues & programmes relevant to client group, environmental services and waste management and cleansing in particular
    • Able to demonstrate an organised approach to managing workloads and conflicting priorities, as well as a clear focus on results.
  • Experience:
    • Experience of commissioning and procuring projects or services in a public sector setting
    • Experience of developing policies and procedures relating to environmental services and waste management in particular
    • Experience of using management information, needs assessment for commissioning performance management and monitoring and review reporting.
    • Experience of financial management
    • Experience of service development, options appraisal and system change using demonstrable programme management skills
  • Strong IT skills including Microsoft packages

Anticipated Length of Assignment: All of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent. This opening assignment is for 2-3 months.

Hours per week: 35 Monday – Friday, normal working hours
