As Principal Engineer you will use your skills and technical experience assisting in managing the highways structural assets , delivering structures schemes , related projects including those in support of planning applications. You will be involved in the procurement, planning, feasibility, design, financial and resource management of these schemes. You will work closely with developers, contractors and the councils in-house delivery team to ensure that scheme requirements are met, the risks associated with council's highways structural assets are effectively managed.

As a principal engineer (Highways Structures) you will:

  • Undertake project and programme management, managing resources and budgets.
  • Undertake and manage the design and procurement of new and strengthening of highway structures
  • Undertake contract management and site supervision of Strengthening / Reconstruction Works
  • Undertake and manage General and Principal Inspections of highway Bridges (Span 1.5m), Culverts (Span 1.5m), Footbridges (Span 1.5m), Subways and Sign Gantries and the structural inspections and assessments of highway Bridges, Culverts, Footbridges, Subways and Sign gantries. Commenting on the structural assessments/inspection reports of others.
  • Undertake and manage unprogrammed Inspections of highway structures including highway retaining walls.
  • Undertake the relevant duty holder’s role under the Construction (Design and Management) Regulations 2015, in particular, Designer / Principal Designer
  • Respond to reports of structures collapses which impact on the highway.
  • Technical input into Section 38/278 and private developments in relation to new highway structures
  • Undertake the technical approval of developer led design of highway structures and private structures located within the highway boundary
  • Technical input into Planning Applications
  • Supervise contractors and our own in-house construction teams.
  • Be responsible for the management, supervision and mentoring of Engineers, Senior Engineers and Apprentices within your team, including Appraisals, 1-2-1’s etc.
  • Liaise, advise and work closely with councillors and communities as well as outside organisations on issues relating to structures, and understand the need for effective and efficient communication, both written and verbal.
  • Need a full and valid driving licence, and a willingness to undertake and pass a Kirklees Council driving test if using a council vehicle van, or ability to use public transport - which ever method is most appropriate and cost effective, as whilst being predominantly office-based, it also involves attending meetings and site meetings.

Pay Rate: £48.50 max per hour PAYE

This is a temporary, but possibly long term role.

“Essential Requirements” – Please check to ensure that your CV addresses the following items:

  • Your address (including post code) and a telephone number so that we can reach you during working hours
  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Hold a Degree or Master in Civil Engineering or related discipline or proven ability to work at that level.
  • In-depth knowledge and experience to prepare and organize all stages of scheme construction, including demonstrating clear understanding and application Health and Safety related practices including CDM, safety & risk management. IEE Regs and BS7671.
  • Ability to work on your own initiative, using your engineering judgment and decision making skills, including demonstrating excellent communication skills, both written and oral.
  • Experience of managing staff including, performance, absence and other Human Resources related issues.
  • Demonstrate flexibility in undertaking duties, including the requirements for seasonal working hours, evenings and nights where appropriate.
  • Work well leading and as part of a team, and demonstrate a customer focused approach and have excellent relationship management skills.
  • Take responsibility and accountability for the delivery of projects and outputs of your teams.
  • Experience of consultation and negotiation with other Directorates, Councils, statutory undertakers and organisations to ensure all interested parties are fully informed of your projects.
  • Competent in the use of IT systems including, Microsoft Office suite, GIS based mapping systems, and an understanding of AutoCAD.
  • Hold a full and valid driving licence and be willing to undertake and pass a Kirklees Council driving test and travel between sites using a Council vehicle.
