for up to 12 months - a Policy Manager to lead an integrated, effective response to the strategic demands of local, regional and national policy developments and ensure that St Helens is able to respond effectively. This includes liaison with the Liverpool City Region Combined Authority.

Develop and secure approval for policies and strategies that reflect organisational priorities and demonstrate contribution to the delivery of these priorities

To lead an effective Corporate Policy function in support of the Council’s wider objectives of community leadership, wellbeing, excellence in service delivery and sustainable communities.

Specifics include:

  • To provide expert analysis, guidance and advice on all areas of local government policy
  • To brief elected members and senior officers on local, sub regional and regional policy matters
  • Lead and manage successful multi partner projects and programmes from initiation to completion in support of Council priorities and transformational change programmes.
  • To ensure appropriate stakeholder engagement with the Third Sector and to support the development of engaged and cohesive communities.
  • To prepare and present clear and concise reports on complex issues, identifying options, implications and making recommendations to members, and senior officers.
  • To lead and champion evidence based policy development utilizing research and data analysis skills to present information effectively to inform policy and programme delivery.
  • To lead the development of new policies and strategies for implementation by the Council or on behalf of multi- agency partnerships.
  • To facilitate collaborative working within the organisation to develop and maintain good working relationships with internal and external customers and stakeholders.
  • To provide support for the Corporate Complaint Process by undertaking complaint investigations as required
  • To commission and manage services, consultancy, research and analysis or other support as required, ensuring robust contract management and securing value for money

Pay Rate: £21.17 per hour PAYE

This is a temporary, but possibly long term role.

“Essential Requirements” – Please check to ensure that your CV addresses the following items:

  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Educated to degree level or equivalent standard
  • At least 3 years’ experience of policy and or research in central, local government, public body or think tank.
  • Experience of working with politicians and senior stakeholders.
  • Experience of collaborative policy development with, statutory partners, think tanks or campaigning organisations
  • Experience of managing large complex projects and programmes
  • Strong IT skills including Microsoft packages

Other preferable/desirable details to include on your CV, if applicable:

  • Any local authority/public sector experience
  • Any relevant qualifications held or being studied for

Anticipated Length of Assignment: All of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent. This opening assignment is for 3 months.

Hours per week: 37 Monday – Friday, normal working hours
