Islington 00FD / 1 Temporary ICT Contracts & Commissioning Officer x2 - Strategy and Transformation [Basic DBS required]

Two ICT Contracts & Commissioning Officer's are required to be responsible for procurement activities for IT goods and services, supply contract management and all aspects of contract and procurement administration. The postholder will liaise with colleagues within the Digital Services department and across the organisation in order to ensure the procurement of contracts providing good value for money.

Duties to include:

  • Utilise the ICT Contracts Directory, ensuring that contract documentation is up to date
  • Ensure that any relevant signed contracts, quotes, service level agreements, etc are stored in an efficient manner
  • Provide recommendations for improvements to processes, procedures and workflow arrangements for pre and post commissioning and contract management arrangements
  • Schedule contract review meetings with appropriate colleagues and suppliers to ensure delivery against contract objectives, service standards/outcomes and budgets
  • Ensure the adherence of suppliers to agreed contractual reporting duties and the dissemination of these where appropriate
  • Perform financial health checks on key ICT suppliers, bringing any concerns to the attention of the ICT Contracts & Commissioning Manager
  • Provide an escalation point for ICT contract management issues
  • Manage assigned vendor contracts ensuring contractual commitments/performance metrics are delivered and defaults/problems are successfully resolved
  • Provide input to change control processes and procedures to ensure that contract & supplier management policies are considered and actively managed
  • Systematically execute and manage all processes and procedures associated with the timely, cost effective and transparent acquisition of ICT goods and services in line with statutory/corporate guidelines and financial thresholds
  • Proactively utilise industry knowledge relating to ICT market trends, vendor insight, and changing technologies to develop and deliver the most appropriate sourcing, acquisition, negotiating and contracting strategies to meet the Council’s business needs and deliver cost effective services

Pay Rate: £19.65 per hour PAYE

This is a temporary, but possibly long term role.

“Essential Requirements” – Please check to ensure that your CV addresses the following items:

  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Basic DBS Disclosure Check required - please give details if you have one already in place. Taking out a basic check is likely to be required as a precondition to starting the assignment.
  • Educated to degree level or commensurate business qualification or and demonstrable work delivered to degree level standard
  • Knowledge & Skills:
    • Knowledge of the ICT industry, market trends, vendors and their certification, commercial and contracting models
    • Knowledge of public sector procurement and EU procurement directives
    • Ability to interpret contract clauses and service agreements/standards, and provide sound advice and guidance in these areas
    • Strong project and process management skills with the ability to handle multiple vendor and integrated supply chains
    • Strong interpersonal and influencing skills and ability to develop trusted successful business relationships
    • Excellent written skills and presentation skills
    • Excellent IT skills and ability to use Microsoft suite of desktop applications amongst other systems as required
    • Excellent organisational skills - ability to establish and maintain effective systems for filing, information retrieval and reproduction of documents, both electronic and hard copy
    • Ability to prepare information reports
    • Excellent communication skills, both verbal and written, and ability to liaise with colleagues and suppliers at all levels
    • Excellent time management skills and ability to work proactively with minimal day to day supervision, prioritising tasks where necessary in order to meet potentially tight deadlines
  • Experience:
    • Experience at each stage of the procurement lifecycle
    • Experience of putting together specifications for the procurement of IT contracts
    • Experience of evaluating tender responses
    • Experience of agreeing contract terms and ensuring business needs/outcomes are aligned with contractual requirements
    • Experience of managing suppliers and contracts in an IT environment
    • Experience of identifying and analysing contract and financial risks with demonstrable successes and achievements in risk management/mitigation
    • Experience of responsibility for producing, to a professional standard, all related documentation associated with the ICT commissioning, procurement and contract management lifecycle
    • Experience of financial management/planning and total cost of ownership analysis
    • Customer focussed approach to delivering a service based commissioning, vendor insight and contract management service to internal customers with a commitment to service excellence
    • Analyse, interpret, disseminate and present complex, information clearly and concisely
