The Organization

Consumers’ Checkbook/Center for the Study of Services (Checkbook/CSS) is a consumer nonprofit with over 40 years of experience evaluating many types of service providers. This work has put us on the front lines of reforming the health care system to identify quality providers and insurance coverage. Our products provide consumers with timely, complete, and relevant information to help them make good choices in healthcare services. Checkbook’s healthcare offerings include publications and decision support tools to help consumers choose doctors, hospitals and health plans. We work hard at finding novel and relevant ways to measure the quality of healthcare that is delivered, and explain what it means for individual consumers.

Examples are our health plan comparison tools, which we provide for consumers in various states (see www.HealthPlanRatings.org), and our ratings of individual surgeons based on risk adjusted mortality and complication rates (see www.SurgeonRatings.org). And we have won the inaugural National Quality Forum Consumers and Patients for Quality Award and the First Place Award in two Robert Wood Johnson Foundation Challenges: the Plan Choice Challenge and the Network Challenge.

Responsibilities

Redevelop internal tools into a new .NET-based web application, including:

· Develop application with standard architectural patterns (e.g. MVC, API-based)

· Build UI on existing data architecture

· Extend schemas and table definitions for new uses cases

· Incorporate tracking of external documents and files that serve as data sources

· Create requirements and design documentation

· Coordinate with users for design and testing

Essential Skills, Knowledge, and Disposition

You have a bachelor’s degree in computer science a relevant discipline (STEM) or equivalent experience/certifications, and at least 6 years professional experience in software development.

You have the following experience

· 5+ years building web apps with .NET or Java – 5+ years

· Experience with modern JavaScript frameworks such as Angular or React

· Experience using and extending SQL databases - 5+ years

Experience acquiring and using data in various formats (JSON, XML, CSV, Excel, etc.) from various sources (APIs, files downloaded from the web, hand-curated datasets, packages of scripts, etc.)

Great to Have

· Experience with data pipelines and data warehouses/lakes strongly preferred

· Experience with database design, understanding pros and cons of various types of normalization, bulk data loading, etc.

· Familiarity with health data, especially insurance data

o Insurance plan design

o Price data for medical services (e.g, list versus allowed, etc.)

o Claims databases (e.g. MarketScan, HCCI, Medicare ,etc.)

o ICD9/10, CPT/HCPCS, NPI, etc.

· Interest in and/or experience with health reform and consumer-driven healthcare

Salary and Work Location

· Salary commensurate with experience.

· Contract position – duration 2-3 months, with possibility of converting to full-time employment.

· Existing authorization to work in the US is required.

· Checkbook/CSS is conveniently located near the Farragut North and Farragut West Metro stations in downtown DC.

· Remote work is OK for this project; however we require an initial period of 2 weeks onsite and regular onsite visits.

· We do not offer benefits for this contract position.
