AGMA 1BE2 / 1 Temporary Information Governance Relationships Manager - Information Governance [Enhanced DBS required]

An Information Governance Relationships Manager is required to provide high quality specialist advice, guidance and support to Council departments, Council wholly owned companies and schools to develop effective handling, sharing and collation of data within the information governance framework.

The postholder will have excellent inter-personal skills to enable the provision of specialist qualified advice and guidance that supports delivery of information governance and raises awareness of key messages.

Duties to include:

  • To provide a comprehensive, responsive, efficient and effective information governance service to the public, customers, colleagues and staff from agreed partners/Council wholly owned companies and schools, liaising with these and other organisations or agencies in a timely manner
  • To provide specialist advice on information related legislation (Freedom of Information Act 2000, Environmental Information Regulation 2004, Data Protection Act 2018, General Data Protection Regulation (GDPR), Police enquiries and CCTV) and information sharing across council directorates and with agreed partners/Council-owned companies and schools
  • To promote and monitor compliance with all aspects of legislation affecting information management for Council departments, agreed partners/Council wholly owned companies and schools and report on areas of non-conformity and good practice to the Head of Information Governance/Data Protection Officer and where appropriate relevant senior managers
  • To advise on the development, implementation and management of information sharing protocols to support the interface between different organisations supported by the Information Governance Team
  • To assist/support individuals within Blackpool Council, schools and partner organisations in undertaking Privacy by Design activities and Data Protection Impact Assessment screening
  • Ensure that appropriate training programmes are delivered and tracking mechanisms established to ensure relevant individuals in organisations regularly complete Information Governance training
  • To undertake investigations for data incidents or associated complaints and report findings to the Head of Information Governance/Data Protection Officer and where appropriate Senior Officers of the Council and Senior Managers in wholly owned companies and schools
  • To support the Head of Information Governance as the Council’s statutory Data Protection Officer in undertaking their statutory duties

Pay Rate: £19.72 per hour PAYE

This is a temporary, but possibly long term role.

“Essential Requirements” – Please check to ensure that your CV addresses the following items:

  • Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.
  • Your availability to work either immediately, or at short notice.
  • Your Enhanced DBS must be either through us or be accompanied by a subscription to the DBS updating service
  • Degree or equivalent qualification in Information Governance or related subject
  • Knowledge & Skills:
    • Substantial knowledge and practical application of relevant information governance legislation including Freedom of Information Act 2000, Environmental Information Regulation 2004, Data Protection Act 1998, General Data Protection Regulation (GDPR), Police enquiries and CCTV
    • Strong communication, negotiating and influencing skills
    • Strong analytical and practical problem-solving skills, including the ability to convey analytical information effectively to senior audiences, both written and orally
    • Excellent ability to understand, fully utilise and develop the use of a range of Information, Communication and Technology packages and possess complementary skills
    • Excellent ability to manage information and business affairs with secrecy and confidentially as appropriate
  • Experience:
    • Substantial experience of providing specialist advice, guidance and support on information related legislation
    • An excellent understanding of risk management methodologies and their application
    • Substantial experience of writing reports and analysing data to make sound judgements and recommendations
    • Substantial experience of working and liaising with others and staff from partner organisations and agencies
    • Information governance expertise required to work closely with all colleagues to share knowledge and experience, attend meetings, negotiate and influence key stakeholders and facilitate delivery of systems with all required partners and colleagues
  • Strong IT skills including Microsoft packages

  • Any relevant qualifications held or being studied for
  • Management or Leadership qualification
  • Experience of a Local Government or Public Sector environment
  • Working knowledge of policies and procedures required to support Council services

Anticipated Length of Assignment: All of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent. This opening assignment is for 3 months.

Hours per week: 35-37 Monday – Friday, normal working hours
